Arlene Wusterbarth

Arlene R. Wusterbarth is an economist with 30 years of experience performing technology assessments for the U.S. Department of Defense, Department of Justice, and Department of Commerce. Her specific area of expertise is engineering economics with an emphasis on cost and schedule risk assessments. Ms. Wusterbarth spent most of her career working for The MITRE Corporation and Noblis, Inc. (formerly Mitretek). At these organizations, she served on interdisciplinary teams analyzing major Federal projects such as chemical weapons disposal, electronic case management systems, and weather satellite systems.

Wendy Garrity

Wendy Garrity is an operations executive with over two decades of experience in the successful conduct of operations in high profile, fast-paced, complex and demanding environments specifically within the Information Technology/Security and Manufacturing sectors. 

Wendy was most recently the Vice President for Manufacturing Support at Turbine Technologies.  In this position, she was responsible for leading and managing the Information Technology, Customer Relations, and Human Resources sections that support the company. 

 

Prior to Turbine Technologies, Wendy served for 22 years in the United States Marine Corps.   She commanded at every level culminating in leading a Communications Squadron that provided voice, video and data communications services to Marine Corps aviation units throughout Southern California, Arizona and Afghanistan.  She also served in several executive staff positions focusing on support to Joint and Marine Corps operations, communications and intelligence process improvement, and led and managed the planning team that developed the overarching Cyberspace Operations Integration Strategy for the United States Marine Corps. She completed three deployments in support of Operations Iraqi and Enduring Freedom, as well as one deployment to Haiti for earthquake relief efforts in support of Operation Restore Hope.  

Wendy holds a Bachelor of Arts in Criminal Justice from Norwich University, a Master’s Degree in National Security and Strategic Studies from the Naval War College and she was a National Security Fellow for the JFK School of Government at Harvard University. 

Wendy and her husband, Steve live in Greenville, South Carolina.

Barry W. Ryan is the founder and CEO of Information Network Associates, Inc. (INA), a premier investigative and corporate consulting firm in Harrisburg, Pennsylvania. INA provides investigative support, forensic accounting services, digital forensic services, risk management and business intelligence systems to both the private and public sectors.

 

Mr. Ryan’s origins as an FBI Special Agent focused on intelligence gathering and organized crime matters. His subsequent experience in the private sector as Security Director for GTE, Security Director for Spalding Sporting Goods and President and General Manager of Sonitrol Security Systems, Inc., a security technology company, broadened his expertise in developing proactive policies and procedures to safeguard intellectual property and corporate assets. Through INA, Mr. Ryan has performed management oversight of internal audit programs, evaluated corporate operations, and appraised the soundness of internal financial procedures. His risk assessment surveys and audit findings have served as the basis for upgrading risk assessment and loss prevention programs.

William Downer

William Downer is Senior Director, National Programs at Seagate Government Solutions. Mr. Downer has over 20 years of successful sales and management experience serving public and private sector clientele via direct and indirect sales and marketing. He spent 10 years at Sun Microsystems as a Sales Manager and Director of various Sales and Marketing organizations, and 3 years as the Director, Channel Sales, Americas for Quantum.

Respected and well known within the technology community, Mr. Downer designed and built federal and commercial sales organizations at both companies. Mr. Downer has authored a number of articles for partner trade publications. His experience is drawn from a variety of positions he has held including business owner, Global Account Executive, Sales Manager, Sales Director, Sales Vice President and Worldwide Product Manager.

Joel Ross served over 21 years for the Central Intelligence Agency (CIA) as a manager, analyst, and operations officer. At the Agency, he was embroiled in a Latin American revolution, became the Agency's first Foreign Language Technology Officer, created the Agency's first Internet exploitation unit, and received the State Department Superior Honor Award, the National Intelligence Meritorious Award, the Studies in Intelligence Award, and the five-time bestowal of the CIA Exceptional Performance Award to acknowledge his accomplishments in management, analysis, operations, and writing.

 

After leaving the Agency, he served as Vice President, Defense & Intelligence Services at Basis Technology where used his extensive experience and background to establish the Federal Division from scratch. This new division eventually accounted for half of the company's revenues and resulted in over a dozen new hires dedicated to the Federal space.

Currently, Mr. Ross continues to consult for a number of companies, always striving with ruthless personal standards of excellence.

His focus is on identifying emerging threats, and managing the velocity and complexity of technology innovation for high stakes environments. Through his diverse leadership experience he has established a track record of successful management and execution of innovation in R&D programs and technology policy in DoD/IC. He earned his stellar reputation by building winning teams, driving accelerated growth, and developing strong customer relationships with both the technical community and end users. Currently serves as Innovation Advisor for Kyndi and EVP for ProActive Risk Management.
